ABOUT PHIL BURUM, President, Building Industry Associations Baldy View
Mr. Burum began serving as President of the Building Industry Associations Baldy View chapter in December of 2017. Phil joined the BIA Board of Directors in 2014 and has played a pivotal role in the direction of government affairs and membership within the chapter since his appointment to the Executive Committee. He now serves concurrently as the chapter President and as a member of the Governing Board of BIA Southern California, helping to shape the direction of the association’s policies and goals for the region. In his role as Vice President at DR Horton’s South Coast Inland Empire Division, Phil’s primarily responsibilities are focused on land entitlements and acquisitions. In his 20 year career in the real estate industry of Southern California, Mr. Burum has been responsible for the acquisition and entitlement of over 6,000 residential lots and the development, construction and sale of more than 2,000 lots and homes located throughout the Inland Empire.
ABOUT KRISTINE SCOTT, Public Affairs Manager Southern California Gas Company, South Inland Region
Kristine Scott is a Public Affairs Manager for the Southern California Gas Company (SoCalGas,) a Sempra Energy Utility.
In this position, she supports field operations through its work with regional and local governments on issues regarding franchises, permitting, emergency preparedness and response.
She serves as the point of contact for communities located in San Bernardino County, educating customers and stakeholders about SoCalGas activities, programs and services, responding to customer and local media inquiries and resolving customer complaints.
Prior to joining SoCalGas, Kristine served as Vice President of TMG Communications, an Inland Southern California strategic communications firm specializing in public relations, community outreach and government affairs. There she successfully managed dozens of community and public information campaigns for Fortune 500 clients, municipalities and agencies throughout California.
Kristine’s career includes an Account Executive position at O’Reilly Public Relations, the Inland Empire’s leading Public Relations firm, where she specialized in media relations, public affairs and public information programs for land use and commercial clients.
Kristine is the Past Chair of Inland Action, Vice Chair of the Greater Ontario Business Council, President of the Ontario-Montclair Schools Foundation Promise Scholars, Secretary for the Boys and Girls Clubs of Greater Redlands-Riverside, a member of the San Bernardino County Sheriff’s Information Exchange Committee and serves on the Mojave Desert Air Quality Management District Technical Advisory Committee.
In 2012, Kristine received a “Woman of Distinction” award from the 63rd Assembly District, which honors women for their contributions to their job and communities they serve. She has also received the “Volunteer of the Year” Award from the California Building Industry Association (CBIA) and was selected as “Associate of the Year” from the Building Industry Association, Baldy View Chapter in 2013.
Recently, Kristine was named ‘Woman of the Year,” by 40th District Assembly Member James Ramos for her dedication and commitment to the Inland Empire.
Kristine resides in Rancho Cucamonga, in which she was elected on November 6, 2018 to serve on the Rancho Cucamonga City Council. In her spare time, she enjoys discovering new bands, spinning and boxing.
Kristine graduated from California State University, Fullerton with a Bachelor of Arts degree in communications specializing in public relations with a minor in American Studies. She is also an alumnus of California Connections (Class of 2015), a statewide, issues-based, learning leadership fellowship through the Southern California Leadership Network and the Inland Empire Economic Partnership Regional Leadership Academy (Class of 2017).
